A Practical Step Forward for Wildlife, Reducing Litter
House Bill 851 by Representative Illg has officially passed the Louisiana Legislature and now advances to Louisiana Governor Jeff Landry for signature. The bill passed the House on a vote of 88–6 and the Senate on a vote of 32–2, reflecting strong bipartisan support for a commonsense measure to reduce preventable harm to wildlife, livestock, and our natural resources.
HB 851 prohibits the intentional outdoor mass release of Mylar and latex helium balloons. While often used to celebrate special occasions, these balloons do not simply disappear. Instead, they travel across the landscape and eventually settle in lakes, rivers, forests, fields, wetlands, and coastal waters, where they become a persistent source of litter and a direct threat to wildlife.
Why This Matters
The impacts of balloon releases are well documented and far-reaching:
- Wildlife ingestion and entanglement: Birds, fish, marine mammals, and other wildlife often mistake balloon fragments for food or become entangled in strings and ribbons.
- Habitat degradation: Balloons accumulate in sensitive environments, including wetlands and coastal systems that already face significant stress.
- Livestock impacts: Balloon debris can be ingested by livestock, creating risks beyond wildlife.
- Infrastructure damage: Mylar balloons, in particular, can interfere with powerlines and electrical systems, creating safety hazards and service disruptions.
What begins as a celebration often ends as long-lasting pollution in places that are critical to Louisiana’s identity and economy.
A Practical Solution
HB 851 addresses this issue in a straightforward and targeted way by prohibiting intentional outdoor releases. It does not restrict celebrations, it simply encourages responsible alternatives.
There are many ways to celebrate or commemorate meaningful events without creating lasting environmental impacts. This legislation recognizes that balance and provides a clear path forward.
LWF Engagement
The Louisiana Wildlife Federation strongly supported HB 851 and remained actively engaged throughout the legislative process by providing committee testimony in support, conducting a statewide action alert campaign encouraging members to contact their legislators, and working to raise awareness about the real impacts of balloon releases on wildlife and habitat. This effort builds on work from the previous session and reflects continued momentum toward addressing preventable sources of litter that impact Louisiana’s natural resources.
Leading the Way
The Louisiana Wildlife Federation extends its appreciation to the leaders who helped move this legislation forward, including Representative Illg for sponsoring and championing the bill, Lt. Governor Billy Nungesser for his continued support of Louisiana’s natural resources, and Commissioner of Agriculture Mike Strain for his support of the legislation. Their support was instrumental in advancing this measure through the legislative process.
Looking Ahead
With final passage complete, HB 851 now awaits consideration by Governor Landry. If signed into law, it will represent a meaningful step toward reducing unnecessary litter and protecting Louisiana’s wildlife and habitats from avoidable harm.
At its core, this legislation reflects a simple principle: small actions matter. By addressing a preventable source of pollution, Louisiana is taking a practical step to protect the wildlife and wild places that define our state.
